Long Time Phoenix Graffiti Fighters Receive Lifetime Achievement Award at Phoenix City Council Meeting

Betty Bellanger has donated more than 8,000 hours of time in the past twelve years, keeping her community graffiti free while also working on behalf of the children of the New North Town Fight Back Association.

Gerald Abmont has logged more than 35,000 hours and used his own resources in traveling a 90-mile route several days a week, wiping out graffiti vandalism. He has been active in the fight against graffiti crime for more than 15 years.

"Betty is a tireless leader who is always putting her community before herself," said Phoenix Mayor Phil Gordon. "The hours she gives to her community are insurmountable. Gerald has played an amazing role in the fight against graffiti. His focus and determination are awe-inspiring."

The duo will be presented the award by NoGraffiti.com, a California-based nonprofit organization certified to present the award on behalf of the Council on Service and Civic Participation.

The fight against graffiti crime is a growing focus of Phoenix neighborhood leaders and the Neighborhood Services Department. The NSD Graffiti Busters program is on track to eradicate approximately 40,000 graffiti sites this year, while making presentations in Phoenix schools and instructing neighborhood groups on the use of powerful paint sprayers so residents can organizes their own anti-graffiti "clean sweep" campaigns.

Graffiti vandalism is most often the work of juveniles not affiliated with gangs, according to Phoenix Police statistics. It can be prosecuted as a felony in cases of extreme damage, and parents of juvenile offenders can be held responsible for up to $10,000 in damages.

A Graffiti Reward Hotline offers $250 for information on graffiti vandals at 602-262-7327. Police says calls to the hotline resulted in nine arrests between mid February and the end of April, 2005.

Starbucks Renews Commitment to Literacy with $1.5 Million Donation to Jumpstart; Jumpstart and Starbucks Celebrate at Arizona State University Learning Festival

Starbucks Coffee Company (Nasdaq:SBUX) announced today a $1.5 million commitment over three years to Jumpstart, a national non-profit early education organization that helps preschoolers in low-income communities enter school with the skills they need to succeed. As the Official Growth Partner for Jumpstart, Starbucks commitment continues a partnership that began in 2001. Since that time, Jumpstart has tripled in size and has become one of the fastest growing non-profits in America.


To celebrate the renewed partnership, Jumpstart and Starbucks will host a learning festival at Arizona State University (ASU) on Friday, April 29, 2005, where Jumpstart recently launched a program with support from Starbucks. Jumpstart and Starbucks will be joined by more than 200 children and their families from the Tempe community.

"Encouraging early development of literacy skills is essential to the future of our communities," said Jim Alling, president, Starbucks Coffee U.S. "Our partnership with Jumpstart not only allows us to make a direct impact on the children they serve, but also helps Jumpstart to expand the program throughout the country. More than 200 children and their families from Tempe will gather at ASU for Jumpstart-For-A-Day -- fun, hands-on learning activities with ASU students, Jumpstart staff, and Starbucks volunteers. Children will create musical instruments out of cups and coffee beans, design hand puppets, make bubbles, and enjoy many other activities designed to foster early learning skills. Pinkerton the dog, from the children's book series Pinkerton, and Corduroy, from the children's book series Corduroy, will also make a rare special appearance to participate in the fun.

The learning festival will culminate in a check presentation by Alling to Jumpstart President and Chief Executive Officer Rob Waldron and 20 Jumpstart college students from ASU.

TEMPE, Ariz. - Tempe Mayor Hugh Hallman recognized 41 students and three
staff members from elementary schools in Tempe for their outstanding
participation in the Kid Zone Enrichment Programs at 7:30 p.m. during the
May 19 City Council Meeting, 31 E. 5th St. in the Council Chambers (Garden
Level). Kid Zone is a school-age enrichment program administered by the
City of Tempe and the Tempe and Kyrene Elementary School Districts. Kid Zone
currently serves more than 2,200 children from 19 schools each school year
by offering an exciting and safe place for children to learn and develop new
interests.



School staff members will be honored for being a strong advocate for the
program, showing unique respect for the program and other staff,
demonstrating a willingness to share resources and providing outstanding
service on the Assessing School-Age Quality Team (ASQ). The children will
be honored for being consistently kind and respectful to staff and peers,
displaying a positive attitude, participating in program activities with

Making Waves program provides free swim lessons for youth in need

The Mesa Parks and Recreation Making Waves program provides free lessons in
swimming and water safety to Mesa youth in need. On-site registration for
this year's summer season will begin on May 28.

Funded through donations from businesses and individuals within the
community, Making Waves has provided thousands of low-income Mesa families
and children with basic swim lesson instruction, as well as participation
in competitive swimming programs since its inception in 1999.

"Children who know how to swim are less likely to become victims of a
drowning incident," said Aquatics Coordinator Linda Thompson. "Saving
lives is ultimately what Making Waves is all about."

Program registration for Making Waves will be held on-site at three Mesa
public pools: Carson Pool, 525 N. Westwood; Mesa Jr. High Pool, 828 E.
Broadway; and Powell Pool, 855 W. 8th Ave. Registration will be conducted
at all three sites on May 28, June 11 and July 9.

Proof of income or federal cash assistance and Mesa residency is required
for registration and verification of need.

More than 800 swim lesson and competitive scholarships were awarded in
2004, valued at nearly $14,000. Program sponsors included Southwest
Ambulance, the Mesa HoHoKam Foundation, the Sertoma Club of Mesa, Pebble

Judicial Advisory Board reappoints Judges Victor Ortiz and Karl Eppich

After conducting public hearings and personal interviews, the City of Mesa
Judicial Advisory Board unanimously approved a recommendation to reappoint
Judges Victor Ortiz and Karl Eppich to the Mesa City Court for an
additional four-year term.

Judge Victor Ortiz was initially appointed to the Mesa City Court in June
1997. The Board was impressed with his ability to synthesize and simplify
information in his application of the law. They also were appreciative of
his dedication, caring attitude and show of respect to his profession and
to those who appear in his court.

Judge Karl Eppich was initially appointed to the Mesa City Court in October
2000. He is described as a skillful man of integrity, with a high level of
personal and professional ethics, exuding and building confidence in
others. The Board feels Judge Eppich has a strong knowledge of the law and
treats people fairly.

Their new term will begin July 1, 2005, and end on June 30, 2009.

TEMPE, Ariz.- The Transportation Marketing & Communications Association
awarded the city of Tempe's transit program, Tempe in Motion, the TMCA
Tranny Award of Merit in the special events category for its 2004 Tour de
Tempe bike ride. Tempe was judged against 200 of the best transportation
marketing and communications organizations in North America.



The Tour de Tempe is an annual event held each October to encourage people
to ride their bicycles. The event includes free breakfast, free T-shirts
and live music. Last year, approximately 850 people participated in the Tour
de Tempe. The purpose of the event is to showcase Tempe's bicycle
facilities, promote a healthier environment and reduce automobile traffic.



The Tranny Awards recognize the best practices in marketing and
communications in the transportation and passenger transit industries. The
award also recognizes individual practitioners who apply solid
communications principles and creativity to effectively promote the goals of

Tempe, Ariz. - This summer, the first 1,500 kids ages six to 18 who register
for the Tempe Public Library's Summer Reading Program can get a free,
Valley-wide bus pass good for June, July and August. In order to receive a
free bus pass, participants must show proof of Tempe residency or attend
school in Tempe. The city of Tempe Transit Office, Tempe in Motion, is
teaming up with Tempe Public Library to promote summer reading and riding
the bus.



Starting May 23, bus passes will be distributed at the Tempe Public Library
located at 3500 S. Rural Rd. To receive a bus pass, participants must have a
parent present to register or show a valid school identification card. The
reading program begins May 23 and participants can use their bus passes to
visit the library and participate in activities.



"The library's summer reading club is a great opportunity for Tempe Transit
to introduce children to the opportunities and adventures of riding the
bus," said Amanda Nelson, Tempe Community Outreach/Marketing Supervisor.
"We are happy to provide kids with a free and easy way to get to the library
and other fun destinations this summer," she added.

The City of Mesa, utilizing Community Development Block Grant funds, has
partnered with Community Legal Services, Inc. (CLS) to provide free
landlord/tenant assistance for low-income residents. Eligible renters may
speak with a legal advocate from 10 a.m. to 1 p.m. Monday through Thursday
by calling (480) 385-5056. Callers may discuss issues including evictions,
security deposits, lease terms, lockouts and repairs. Recorded information
is available to renters and landlords 24 hours a day, seven days a week.

Mesa's landlord/tenant telephone help line receives more than 1,500 calls
annually. CLS also provides classes to inform realtors, property managers,
landlords and renters of their rights and responsibilities.


Mesa has participated in the Community Development Block Grant Program
since 1975. CDBG funds housing rehabilitation, neighborhood improvement and
public services that directly benefit low and moderate-income people. For

All junior golfers under the age of 17 will play for FREE at any of the three Phoenix nine-hole courses this summer when accompanied by a paid adult –every day, all day. The “Kids Play Free” program will be available from June 1 through August 31 to encourage families to get out on the links with their children, enjoy the great game of golf and to promote Junior Golf in Phoenix. May 20, 2005--The Arizona Technology Council announces that Governor Janet Napolitano has signed the SB 1335 (Small Business Opportunity Program) legislation. This is a "key win" for the tech industry in the state of Arizona. Program details are as follows:

Arizona Small Business Opportunity Program

Purpose -- to expand early stage investment in Arizona's small businesses.

Background -- Small businesses comprise more than 80% of Arizona's economy. Assisting small businesses as they grow, particularly those well positioned to create high-wage jobs, is critical to Arizona's economic growth.

A significant area of need for small businesses is access to "early-stage" equity capital when building their operations. This is so because they are too small to secure adequate financing through bank loans and other traditional sources of capital, or enter the stock market as a publicly traded company.

Private equity investments by individuals and specialized "angel" funds and venture capital firms can be used by small businesses to gain access to these resources. Yet, as the economy boomed in the latter half of the decade and "early stage" and "venture" capital investments soared nationwide, Arizona fell behind.

Arizona cannot afford to lose its knowledge-based small businesses to other states. The critical shortage of equity capital for new businesses in Arizona represents a serious shortcoming and, as a result, small, homegrown businesses face difficulties in expanding operations and taking new ideas, products and services to market.

Description of Program -- A state tax credit is made available to investors who invest in early-stage "qualified small businesses." The credit is 30% of the investment, increasing to 35% for investments in bioscience companies and companies located in rural Arizona.

The credit may be offset against Arizona taxable income in equal amounts over a 3-year period. The credits are not transferable.

A "qualified investment" must be an equity investment in a minimum amount of 25K per investment and each investor is limited to a maximum of 250K in investments in all qualified small businesses eligible for the credit per year. Credits are not available to persons who already hold 30% or more of the equity of a qualified small business.

A "qualified small business" must:

(1) have at least a portion of its operations in Arizona;

(2) have at least two full-time employees or full-time independent contractors in Arizona;

(3) not have a principal business in retail, restaurants, real estate, professional services, personal services or health care services;

(4) have total assets less than $2 million; and

(5) have received not more than $2 million in investments eligible for the credit.

The total tax credits are capped at $20 million over a 5-year period with no general fund impact in fiscal year 2006. Credits will be available to investors on a first-come, first-serve basis starting July 1, 2006.

"The Council believed strongly that we could not be complacent about the need for capital for our emerging tech companies," said Todd Bankofier, president and CEO of the Arizona Technology Council. "To build a knowledge-based economy will require, among other things, a commitment to investing in start-up companies. The Council placed a central focus on this issue in this year's session and our efforts paid off for the tech community."

In a touching tribute to family and friendship, the Piestewas were nominated for a new home by Loris best friend and fellow soldier Jessica Lynch. Lori gave her life on March 23, 2003, when her unit was ambushed in Iraq, and has become the international symbol of motherly sacrifice. Piestewa, a member of the Hopi Tribe, was the first Native American woman to be killed in combat in a foreign war.

Phoenix, Arizona -- With the announcement of the merger of America West and US Airways, no immediate impacts to flights at Phoenix Sky Harbor International Airport are expected. America West and America West Express currently operate out of 50 gates with 333 flights per day to 96 destinations.

In 1983 when the airline began, Sky Harbor served just over 8 million passengers. Today the airport serves nearly 40 million passengers and America West and its partner America West Express handle nearly 50% of those passengers.

“Sky Harbor Airport and America West have grown up together,” said Phoenix Aviation Director, David Krietor. ”A positive move for the airline can mean only good things for Sky Harbor Airport and the entire state of Arizona.”

US Airways serves approximately 50 additional markets not currently served at Sky Harbor. The airline currently has over 3,000 daily departures and operates in close to 200 airports system-wide.

In reaction to the news, Phoenix Mayor Phil Gordon said, “America West has been an important part of the Valley for over 20 years. The city of Phoenix has a strong partnership with our hometown airline and will continue to maintain that partnership. This is exciting news. This could mean more flights and more markets for Phoenix.”

Phoenix Sky Harbor International Airport, America West and US Airways will work closely together to keep passengers advised of any changes that may affect them as a result of this new partnership.

Free Summer Concert Series Kicks Off This Saturday

Steele Indian School Park is the place to be for great music this summer. The Phoenix Parks and Recreation Department is once again hosting the Free Summer Concert Series and at 8 p.m. Saturday, May 14, the AZZ IZZ Band will entertain with music ranging from reggae to jazz.

Bring a blanket or lawn chair, pack a picnic basket and enjoy an evening of family entertainment. Food and beverages can be purchased at the park. The free concerts will be held at the park's outdoor amphitheater located at Third Street and Indian School Road.

The City of Mesa continues to improve its Web site through the addition of
user-friendly online tools such as its new address search function. By
simply typing in an address on the City's new Web feature, Mesa residents
can quickly and easily access the following information:

-- Jurisdiction and zip code (Mesa, Tempe, Maricopa County)
-- Closest park, public pool and fire station location
-- City Council district
-- Zoning classification, planning information, census tracts, historic
districts, planning sub-areas
-- Garbage and recycling collection dates
-- Neighborhood outreach coordinator
-- Police neighborhood watch coordinator
-- Code compliance officer

The address search function was originally developed as a tool to assist
residents in determining if an address was located within City of Mesa

TEMPE, Ariz. - The public is encouraged to join city staff, project
architects and designers on May 18 from 6 to 8 p.m. at the Pyle Center (655
E. Southern Ave.) to learn about the proposed designs for the downtown Tempe
Transportation Center/Veterans Memorial. The purpose of the open house is to
gain input for the public regarding the proposed designs.



The Transportation Center will be located at Veterans Way and College Avenue
in Tempe. The project includes a three-story, 31,900 sq. ft. building, an
exterior shaded courtyard and a transit plaza serving the new Metro light
rail and local, regional and Greyhound bus patrons. Plans also include a
Veterans Memorial.



The Tempe Transportation Center will be a hub of activity for ASU and Tempe
events, light rail and bus patrons, residents and visitors. The building
will include retail (café, newsstand, drycleaner, gift shop, etc.), transit
store, security office, and Bike Station (a secure, interior bicycle storage
facility with bike repair services, shower facilities and bicycle
accessories), as well as city transportation offices, a community/conference
room, and for-lease office space.



The environmentally-friendly facility will be certified at the Silver Level
by the U.S. Green Building Council. The Transportation Center will be the
first multipurpose transportation facility in the nation to receive
Leadership in Energy and Environmental Design (LEED) certification.



Construction is scheduled begin in September 2005 with the facility opening
May 2007.
